Development Vision and Progress
The Norwell Valley Canelands project is a landmark initiative led by the Norwell Valley Collective, representing a coordinated partnership between landowners, CVC Property Group, and Leamac. Located in northern Gold Coast, the project spans nearly 3,000 hectares of former cane farmland and is designed to deliver a climate-resilient, master-planned community of regional and state significance.
Central to the project’s success is the Development Management Agreement (DMA), a capital-lite structure that secures long-term control of the site through alignment with participating landowners. This innovative model enables staged land aggregation and development while preserving flexibility and reducing upfront capital exposure.
The vision is to create a series of interconnected villages surrounded by over 4,000 hectares of green space, with a “building with nature” approach that prioritises environmental restoration, flood resilience, and sustainable infrastructure. The concept includes approximately 50,000 dwellings, 375 hectares of industrial land, a 150-hectare town centre, and a 90-hectare marine precinct.
Over $9 million has been invested in technical studies, confirming no major impediments and validating infrastructure strategies through peer review by Council. The planning pathway proposes a Priority Development Area (PDA) designation to unlock underutilised land and support the transition of the declining cane industry—aligning with Economic Development Queensland’s priorities for housing supply, economic growth, and liveable communities.
